Buying & Registering a Car in Corfu as an Expat: AFM, KTEO & The Alykes Transport Office Without the Headache
· By Stefano Grammenos (Principal Architect & Founder) · Brain Lab Greece, Mandouki, Corfu
Renting a car in Corfu all summer can drain significant sums in rental fees. For villa owners, seasonal residents, and expats moving here full-time, buying a reliable island runaround—a Suzuki Jimny, Fiat Panda 4x4, or a family crossover—makes obvious financial sense. But in Greece, buying a second-hand car is not a simple matter of handing over cash and signing a V5 slip. Here is the exact ground reality of vehicle ownership in Corfu.
The Foreign Buyer’s Surprise: No AFM, No Car
In many European countries or the US, you can buy a vehicle by showing a passport and an address. In Greece, the motor vehicle registry is strictly coupled to the tax system. You cannot buy, register, or take legal title of any motor vehicle without an active Greek Tax Number (AFM) and Taxisnet credentials.
Even if you find a seller on Facebook Marketplace, car.gr, or at an auto dealership in Alepou, the deal stops dead if your tax profile is not configured in the National Communication Registry (EMEp) with a verified mobile number.
The Prerequisites Before Looking at Vehicles
- Greek AFM & Taxisnet: Issued via the tax office (DOY) or handled seamlessly through our Mandouki Private KEP desk.
- Foreign Resident Tax Representative: If you do not file a full tax return in Greece as a permanent resident, you need a designated representative.
- Greek Phone Verification (EMEp): Greece’s digital transfer platform requires SMS two-factor authentication tied to a Greek phone number or an officially verified foreign mobile.
The Two Ways to Transfer: Digital Portal vs. Alykes Transport Office
There are two procedural paths to complete an auto transfer in Corfu:
Option A: Digital Transfer via gov.gr
If both buyer and seller are private individuals, both possess active Taxisnet accounts, and the car is 100% owned without finance, the transfer can be initiated on the official government portal (drivers-vehicles.services.gov.gr):
- The seller initiates the application by entering the buyer’s AFM and vehicle license plate.
- The buyer logs in, confirms acceptance, and pays the state transfer duty (*Τέλος Μεταβίβασης*) and registration fee (*Τέλος Άδειας*) via RF payment code.
- The regional Transport Directorate processes the file, cancels the old paper registration (*Άδεια Κυκλοφορίας*), and prints the new green certificate.
Option B: Physical Transfer at the Alykes Transport Directorate
If the vehicle is sold by a company, if either party lacks digital credentials, or if power of attorney is used, the physical dossier must be lodged at the Regional Transport Directorate of Corfu (Διεύθυνση Μεταφορών & Επικοινωνιών) at Alykes Potamou.
Expect lines, specific operating hours, and bureaucratic scrutiny over document stamps. This is where having a representative physically submit the file and collect the new certificate saves hours of frustration.
The 4 Hidden Traps When Buying Second-Hand in Corfu
What Every Buyer Must Inspect Before Handing Over Money:
- 1. KTEO Certificate (Roadworthiness): In Greece, passenger cars must pass a KTEO inspection every 2 years. If the KTEO is expired, the Transport Department will refuse the transfer until a new test is passed and any late penalties paid.
- 2. Road Tax Clearance (Τέλη Κυκλοφορίας): The seller must generate a formal certificate of non-debt for vehicle circulation tax via the myCAR portal. Any unpaid road tax from previous years blocks the transfer.
- 3. Retention of Ownership (*Παρακράτηση Κυριότητας*): Look closely at the existing green logbook. If Box (c.4) has a stamp indicating retention of ownership by an auto dealership or bank, the vehicle cannot be transferred until the creditor issues an official release document.
- 4. Island Rust and Undercarriage Wear: Corfu’s seaside humidity and winter road salt can cause hidden chassis corrosion. Always have a trusted local mechanic inspect the suspension and underbody before making a financial commitment.
Vehicle Insurance & Driving Licenses in Corfu
The moment the transfer is submitted, the seller’s insurance terminates. Driving an uninsured vehicle in Greece carries severe administrative penalties, plate confiscation, and immediate vehicle impoundment.
Insurance can be arranged on the spot using the chassis number (VIN) and provisional transfer slip. Third-party liability (*Αστική Ευθύνη*) is mandatory, while comprehensive cover (*Μικτή*) is advisable for newer cars.
Driving Licenses: EU and UK photocard licenses are valid without an International Driving Permit. Non-EU/UK tourists (US, Australia, Canada) should carry an IDP. If you establish permanent tax residency in Corfu, you must convert your foreign license to a Greek one through the Alykes office.
How The Office in Mandouki Simplifies the Process
Instead of running between the Tax Office, national banks, and the Alykes Transport Directorate, our team at Brain Lab Greece handles the entire transaction for you:
- We check the vehicle’s registration history, unpaid taxes, and KTEO status.
- We prepare the legal declarations and state fee payments (*e-Paravolo*).
- We represent you under power of attorney at Alykes, lodge the application, and deliver the final green registration logbook and number plates directly to you.
Frequently Asked Questions
How much are the state transfer fees for a car in Greece?
Transfer fees depend on the vehicle’s engine displacement (cc) and category according to official regional fee schedules, plus the statutory new license fee. These are paid directly to the Regional Treasury via official RF banking codes.
Can I keep foreign number plates on my car in Corfu?
Under EU customs law, non-resident visitors may drive a foreign-registered vehicle in Greece for up to 6 months per 12-month period. After 6 months, the car must either leave the country or be formally imported and registered onto Greek plates (*ταξινόμηση*), which involves import duties.
